NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Freeville, NY will hold a public hearing on Tuesday, April 3, 2018 at 7:00 pm, at  the Freeville Village Hall, 5 Factory Street, for To discuss extending three months to the moratorium on Multiple-Unit Residential Building Development in the Village.

NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Freeville, NY will hold a public hearing on Tuesday, April 3, 2018 at 7:05 pm, at  the Freeville Village Hall, 5 Factory Street, for comments on the final draft of proposed Commercial Zone in the Village of Freeville. The commercial zone documents will be available soon.

Proposed Changes to Land use Code Article 3 – Commercial Zone Designation Draft 3

 

The BOT will be reviewing the third draft of the land use code from the Village Planning board with a new commercial zone designation.

The public is encouraged to give their input either at the April 3th public hearing at 7:00 pm in the Village Hall or if you are not available by signed email to the village clerk to be read at the public hearing.

The board will not be voting on the changes at this meeting, and if any changes are made to the document the public will again have a chance for input.

Draft 3 is not yet posted.  Expected changes to map (visually not areas) and “rooming unit” areas.

Draft proposal LL 1-2018 – Override the tax levy limit

VILLAGE OF FREEVILLE

 LOCAL LAW NO. 1 FOR THE YEAR 2018

 

A local law to override the tax levy limit established

in General Municipal Law §3-c

  

            Be it enacted by the Village Board of the Village of Freeville as follows:

 

Section 1.  Legislative Intent:  It is the intent of this local law to allow the Village of Freeville to adopt a budget for the fiscal year commencing June 1, 2018 that requires a real property tax levy in excess of the “tax levy limit” as defined by General Municipal Law §3-c.

 

Section 2.  Authority:  This local law is adopted pursuant to subdivision 5 of General Municipal Law §3-c, which expressly authorizes the Village Board to override the tax levy limit by the adoption of a local law approved by vote of at least sixty percent (60%) of said governing body.

 

Section 3.  Tax Levy Limit Override:  The Village Board of the Village of Freeville, County of Tompkins is hereby authorized to adopt a budget for the fiscal year 2018-2019 that requires a real property tax levy in excess of the limit specified in General Municipal Law §3-c.

 

Section 4.  Severability:  If any clause, sentence, paragraph, subdivision, or part of this Local Law or the application thereof to any person, firm or corporation, or circumstance, shall be adjusted by any court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this Local Law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered.

 

Section 5.  Effective date:  This local law shall take effect immediately upon filing with the Secretary of State.

Public Meeting Tuesday, January 2, 2018 at  7:00 pm at the Village Hall, 5 Factory Street, Freeville, NY 13068.

 

To discuss extending three months to the moratorium on Multiple-Unit Residential Building Development in the Village.

Residents are welcome and encouraged to attend to share ideas with the Mayor and the Board of Trustees.

Winter Parking Rules in Effect Nov. 1st

From November 1 to April 30, 12:01 a.m. to 7:00 a.m., there is no parking on Freeville’s streets.  This is for the benefit of village and county snowplows.

Remember that the street cannot be used as a storage place for such things as hitch trailers, boats, unlicensed cars, etc.

Site Plan Review at July 18, 2017 PB Meeting

Site Plan Review Tuesday, July 18, 2017 at 7:00pm at the Village Hall, 5 Factory Street, Freeville, NY 13068.

Application submitted by Weaver Wind Energy, LLC,  7 Union Street, Freeville, NY.

They plan to install 100-foot tower and 15kW turbine.  

Application is available for viewing at the Village Hall during regular business hours.

Site Plan Review Tuesday, July 18, 2017 at 7:15pm at the Village Hall, 5 Factory Street, Freeville, NY 13068.

Application submitted Bell Atlantic Mobile Systems of Allentown, Inc, d/b/a Verizon Wireless.

They plan to construct and operate a “micro cell” wireless Telecommunications facility on a new wooden utility pole located near 2 Brooklyn Road, Freeville, NY.  

Application is available for viewing at the Village Hall during regular business hours.

VILLAGE OF FREEVILLE NOTICE OF PUBLIC HEARING

 

Pursuant to Section 5-508 of the Village Law, the Tentative Budget covering the General and Sewer Funds for 2017-2018 has been prepared and filed with the Village Clerk at the Village Hall, 5 Factory Street, where it may be inspected by any interested parties between the hours of 8:00 am – 11:00 am Monday’s, Wednesday’s, and Friday’s.  Said tentative General Fund Budget includes maximum compensation for the Mayor of $1,750 per annum and for the Trustees of $3,000 ($750 each) per annum. A Public Hearing on the Tentative General Fund and Sewer Fund Budget and to establish sewer rates for the 2017-2018 fiscal year, will be held at the Village Hall, 5 Factory Street, Freeville, NY, on Monday, May 1, 2017 at 7:30 PM to consider same before final adoption.

2017 Photo Contest Info

For the third consecutive year, the Freeville Community Council will sponsor the Freeville Photography Contest, which officially gets
underway this Saturday. The contest will end a bit earlier this year, on October 1st.

Just four prizes will be given out this year: three cash prizes awarded by a panel of judges, and a special “people’s choice” award  voted on by the public. To help defray the cost of putting together the display of entries at the end of the contest, contestants will be asked to provide 8 x 10 color prints of their pictures (on photo stock or paper) in addition to their e-mailed submissions.

Otherwise, the rules remain the same (see attachment). You may submit up to three images taken within the Village of Freeville within the
past five years, with preference given to pictures that convey a sense of Freeville as a unique and special place.

Residential and Commercial Zoning Survey

A working group composed of the members of the planning board and other Freeville residents is currently studying issues related to residential and commercial zoning in the Village, with a view to making recommendations for changes to our land use and development code.

 

The group is seeking input on these issues from the community, and would very much appreciate it if residents of the Village of Freeville would complete the attached questionnaire (no “outsiders,” please). Property owners who receive semi-annual sewer bills from the Village will get a copy of the questionnaire with their next bill, in early February.
