2021 Village Election Notice

Pursuant to Section 15-104(3)(a) of the Election Law, the following offices and terms thereof are designated to be filled at the March 16, 2021 Village Election:

  1.  Trustee two year term currently held by Jason Cuykendall.
  2.  Trustee two year term currently held by Lotte Carpenter.

Independent Nominating Petitions may be found here, printed copies are also available at the Village Hall. 

Pursuant to Section 15-108(8)(a):

Tuesday February 2, 2021 is the First Day to file an independent nominating petition.  Tuesday February 9, 2021 is the Last Day to file an independent nominating petition for an office to be filled at the general village election.

The Annual Financial Report for the fiscal year ending May 31, 2020 has been filed with the State Comptroller’s Office.  A copy of the report is available for public inspection at the Freeville Village Hall during regular business hours, as well as on the Village website.

2020 Village Election Results

Due to Covid-19 the March Village Election was rescheduled to Tuesday, September 15.

A total of 23 ballots were cast:

  • David Fogel was reelected Mayor for an additional 2 years with a total of 21 votes
  • Diana Radford  was reelected Trustee for an additional 2 years with a total of 20 votes
  • Miles McCarty was reelected Trustee for an additional 2 years with a total of 21 votes
  • Total write-in votes cast were 5

Thank you to the residents who came out to vote, and to Diane Eaton and Brian Buttner for their service as election inspectors!

ELECTION NOTICE

Notice is hereby given that the elections for the Village of Freeville shall be conducted at the Freeville Village Hall, 5 Factory Street, Freeville, NY, on September 15, 2020.  Polls will be open from 12 Noon to 9:00pm.  The names and addresses of the candidates are as follows:

Village Clerk’s Office is Open for Business

The Village Clerk’s Office is now open to the public during regular business hours:  Monday, Wednesday, Friday 8-11a.m.

Village Clerk’s Office Health & Safety Precautions Instituted

You SHOULD NOT visit the Village Clerk’s Office if you:

  • Have had a recent onset of fever, cough, shortness of breath, or body aches
  • Have tested positive for COVID-19 in the past 14 days
  • Have been in contact with a person with a suspected or confirmed case of COVID-19 in the past 14 days

Clerk transactions will be restricted to the Clerk’s counter, and Code Enforcement business will be restricted to the conference area. Visitors must maintain social distancing while in the Village Hall.  Staff will sanitize counter surfaces after each transaction.

Important Freeville Fire Department Response Notice

Freeville residents,
 
I wanted to touch base and give you an update about your Fire Department and the ongoing situation.  I will not inundate you with more virus information.  Instead I want you to know what we are doing going forward and how you can help us.
 
As a few may have heard, over a week ago it was suggested that area responding EMS agencies only respond to critical calls such as not breathing or cardiac arrest type calls and let the ambulance cover all other EMS calls for service.  I understand the reasoning behind this and the idea of less exposure to our emergency responders.   I want our residents to know I decided that we will not be following that recommendation and will continue to respond to our residents call for help.  We are in unprecedented times and we took an oath to protect life and property, therefore our service to the community will continue.    
 
However, we have made a few changes as to how we will be responding.  Here is how you, the residents can help us out to protect everyone involved when help is needed.
If you are having ANY symptoms of the flu or virus, Fever, Cough or shortness of breath, please let the 911 operator or your healthcare provider know over the phone immediately.
When we respond:
     1.  If you are able to, and the call does NOT involve chest pains or heart related symptoms, please come outside when we arrive to avoid responders entering if you have any of the flu or virus symptoms.  (Fever, cough, short of breath)  You will most likely be asked to put on a mask.  Please do not take offense as this is for your and our protection.
     2.  If you are unable to come to the door, let 911 know and the emergency responder will try to make contact through the door or open your door to make contact with you.  If you do not need immediate medical intervention and you are having signs of sickness or virus, the responder will pause and assist the ambulance crew if necessary upon their arrival.
     3.  If you need immediate medical intervention or your emergency is not sickness related, you still may be asked about any recent exposure but we will respond accordingly to your type of EMS emergency.
 
I am very proud of our members and their dedication to the department and their community.  We are all in this together and we will get through this.  
 
I will try to keep you all updated as things change and please follow all the guidance and instructions given by our National, State and local agencies as they are working together, very hard to combat this virus.  Again, this is unprecedented, many questions remain and unsure how long this may last.  We, as your Fire department, will continue to support you and answer the call for service.  Be kind and look out for each other.

Village office closing

The Village Offices are Closed to the Public Until Further Notice

To maintain Public Safety and cut down on the spread of the Coronavirus (COVID-19), all Village Clerk business and activities will be handled remotely through mail, drop box, or email.  Email will be checked daily, however, the drop box and answering machine will be monitored during limited office hours. We appreciate your understanding during this difficult time.

If you need garbage tags, you may leave payment ($10 per sheet) along with a self-addressed stamped envelope in the drop box at the Village Hall entrance, or mail payments/stamped envelopes to the Village of Freeville, PO Box 288, 13068.  Green AWS tags can also be purchased at Kinney Drugs (Dryden location). The cost per sheet at this location is $10.50 plus tax.

BOT Special Session Notification

The Village of Freeville Board of Trustees will meet in Special Session on Wednesday, April 10th, at 7:30 p.m. in the Village Hall, 5 Factory St.,

to decide whether the Village should contract with New York Power Authority to convert its 62 street lights to LED lighting.

The public is invited to attend.

Pursuant to Section 5-508 of the Village Law, the Tentative Budget covering the General and Sewer Funds for 2019-2020 has been prepared and filed with the Village Clerk at the Village Hall, 5 Factory Street, where it may be inspected by any interested parties between the hours of 8:00 am – 11:00 am Monday’s, Wednesday’s, and Friday’s. The Budget will also be posted on the Village’s website in the next few days.  Said tentative General Fund Budget includes maximum compensation for the Mayor of $1,856.40 per annum and for the Trustees of $3,182.40 ($795.60 each) per annum.

 

A Public Hearing on the Tentative General Fund and Sewer Fund Budget and to establish sewer rates for the 2019-2020 fiscal year, will be held at the Village Hall, 5 Factory Street, Freeville, NY, on Monday April 1, 2019 at 7:30 PM to consider same before final adoption.

2018 Village Election Results

The results for yesterday’s election are in!

 

A total of 40 ballots were cast in the Village of Freeville elections yesterday.

David Fogel was reelected Mayor for an additional 2 years with a total of 39 votes

Diana Radford  was reelected Trustee for an additional 2 years with a total of 37 votes

Miles McCarty was reelected Trustee for an additional 2 years with a total of 36 votes

Art Marchese was reelected Village Justice an additional 4 years with a total of 39 votes

There was a total of 4 write in votes:

Nathan Busby for Trustee with a total of 3 votes

Chris Hoback for Trustee with a total of 1 vote

Freeville Awarded New York State Urban Forestry Council Grant

Good news from the New York State Urban Forestry Council: the Village of Freeville has been awarded a 2018 Arbor Day Community Grant!

With funding provided by the USDA Forest Service and the NYSDEC Urban Forestry Program, the grant is intended to help New York communities celebrate Arbor Day by planting trees and to promote the establishment of community-based forestry programs.

Freeville (population 523) is one of 13 villages, towns and cities chosen to receive an Arbor Day grant this year from a field of 26 municipalities throughout the state, and is by far the smallest of the successful applicants. (Next smallest is the Village of Liverpool, a Syracuse suburb with a population of about 2,400.) Here is a link to the NYSUFC announcement:

Our successful pursuit of grant funding was a true community effort, set in motion by a listserv post from Ithaca City Forester Jeanne Grace that alerted us to the opportunity barely two months ago. We are grateful to Jeanne for her help in mobilizing interest in the project and for her expert guidance throughout the application process. (As the Freeville Community Council announced last week, Jeanne will conduct a tree-identification presentation and workshop at the Freeville United Methodist Church on April 8th.)

The Freeville Planning Board did a great job as the lead agency on the project. Longtime board member Tom Cavataio was instrumental in organizing a late-January meeting to identify potential planting locations, and almost single-handedly wrote the grant application. We likely would not have succeeded without Tom’s leadership. Other important contributions to the application were made by Justin DiMatteo (the planning board’s newest member), who created a digital map showing preferred planting sites, and Village resident Rose Borzik, who photographed the half dozen or so sites that we identified in January.

Now it’s on to the plantings. Our $1,000 grant should allow us to purchase and plant eight to ten trees this spring (stay tuned for details). That’s a fairly modest number, to be sure, but this is just the beginning. Once a volunteer tree committee is officially in place, the Village can be expected to fund annual plantings.
