2018 Village Election Results

The results for yesterday’s election are in!

 

A total of 40 ballots were cast in the Village of Freeville elections yesterday.

David Fogel was reelected Mayor for an additional 2 years with a total of 39 votes

Diana Radford  was reelected Trustee for an additional 2 years with a total of 37 votes

Miles McCarty was reelected Trustee for an additional 2 years with a total of 36 votes

Art Marchese was reelected Village Justice an additional 4 years with a total of 39 votes

There was a total of 4 write in votes:

Nathan Busby for Trustee with a total of 3 votes

Chris Hoback for Trustee with a total of 1 vote

Thanks to the residents who came out to vote and to Diane Eaton and Brian Buttner for their service as election inspectors.

Freeville Awarded New York State Urban Forestry Council Grant

Good news from the New York State Urban Forestry Council: the Village of Freeville has been awarded a 2018 Arbor Day Community Grant!

With funding provided by the USDA Forest Service and the NYSDEC Urban Forestry Program, the grant is intended to help New York communities celebrate Arbor Day by planting trees and to promote the establishment of community-based forestry programs.

Freeville (population 523) is one of 13 villages, towns and cities chosen to receive an Arbor Day grant this year from a field of 26 municipalities throughout the state, and is by far the smallest of the successful applicants. (Next smallest is the Village of Liverpool, a Syracuse suburb with a population of about 2,400.) Here is a link to the NYSUFC announcement:

Our successful pursuit of grant funding was a true community effort, set in motion by a listserv post from Ithaca City Forester Jeanne Grace that alerted us to the opportunity barely two months ago. We are grateful to Jeanne for her help in mobilizing interest in the project and for her expert guidance throughout the application process. (As the Freeville Community Council announced last week, Jeanne will conduct a tree-identification presentation and workshop at the Freeville United Methodist Church on April 8th.)

The Freeville Planning Board did a great job as the lead agency on the project. Longtime board member Tom Cavataio was instrumental in organizing a late-January meeting to identify potential planting locations, and almost single-handedly wrote the grant application. We likely would not have succeeded without Tom’s leadership. Other important contributions to the application were made by Justin DiMatteo (the planning board’s newest member), who created a digital map showing preferred planting sites, and Village resident Rose Borzik, who photographed the half dozen or so sites that we identified in January.

Now it’s on to the plantings. Our $1,000 grant should allow us to purchase and plant eight to ten trees this spring (stay tuned for details). That’s a fairly modest number, to be sure, but this is just the beginning. Once a volunteer tree committee is officially in place, the Village can be expected to fund annual plantings.

Pursuant to Section 5-508 of the Village Law, the Tentative Budget covering the General and Sewer Funds for 2018-2019 has been prepared and filed with the Village Clerk at the Village Hall, 5 Factory Street, where it may be inspected by any interested parties between the hours of 8:00 am – 11:00 am Monday’s, Wednesday’s, and Friday’s.  Said tentative General Fund Budget includes maximum compensation for the Mayor of $1,820 per annum and for the Trustees of $3,121 ($780 each) per annum.

 

A Public Hearing on the Tentative General Fund and Sewer Fund Budget and to establish sewer rates for the 2018-2019 fiscal year, will be held at the Village Hall, 5 Factory Street, Freeville, NY, on Monday April 2, 2018 at 7:30 PM to consider same before final adoption.

Proposed Changes to Land use Code Article 3 – Commercial Zone Designation Draft 3

 

The BOT will be reviewing the third draft of the land use code from the Village Planning board with a new commercial zone designation.

The public is encouraged to give their input either at the April 3th public hearing at 7:00 pm in the Village Hall or if you are not available by signed email to the village clerk to be read at the public hearing.

The board will not be voting on the changes at this meeting, and if any changes are made to the document the public will again have a chance for input.

Draft 3 is not yet posted.  Expected changes to map (visually not areas) and “rooming unit” areas.

Draft proposal LL 1-2018 – Override the tax levy limit

VILLAGE OF FREEVILLE

 LOCAL LAW NO. 1 FOR THE YEAR 2018

 

A local law to override the tax levy limit established

in General Municipal Law §3-c

  

            Be it enacted by the Village Board of the Village of Freeville as follows:

 

Section 1.  Legislative Intent:  It is the intent of this local law to allow the Village of Freeville to adopt a budget for the fiscal year commencing June 1, 2018 that requires a real property tax levy in excess of the “tax levy limit” as defined by General Municipal Law §3-c.

 

Section 2.  Authority:  This local law is adopted pursuant to subdivision 5 of General Municipal Law §3-c, which expressly authorizes the Village Board to override the tax levy limit by the adoption of a local law approved by vote of at least sixty percent (60%) of said governing body.

 

Section 3.  Tax Levy Limit Override:  The Village Board of the Village of Freeville, County of Tompkins is hereby authorized to adopt a budget for the fiscal year 2018-2019 that requires a real property tax levy in excess of the limit specified in General Municipal Law §3-c.

 

Section 4.  Severability:  If any clause, sentence, paragraph, subdivision, or part of this Local Law or the application thereof to any person, firm or corporation, or circumstance, shall be adjusted by any court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this Local Law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered.

 

Section 5.  Effective date:  This local law shall take effect immediately upon filing with the Secretary of State.

To discuss extending three months to the moratorium on Multiple-Unit Residential Building Development in the Village.

Winter Parking Rules in Effect Nov. 1st

From November 1 to April 30, 12:01 a.m. to 7:00 a.m., there is no parking on Freeville’s streets.  This is for the benefit of village and county snowplows.

Remember that the street cannot be used as a storage place for such things as hitch trailers, boats, unlicensed cars, etc.

Application submitted by Weaver Wind Energy, LLC,  7 Union Street, Freeville, NY.

They plan to install 100-foot tower and 15kW turbine.  

Application is available for viewing at the Village Hall during regular business hours.

They plan to construct and operate a “micro cell” wireless Telecommunications facility on a new wooden utility pole located near 2 Brooklyn Road, Freeville, NY.

2017 Photo Contest Info

For the third consecutive year, the Freeville Community Council will sponsor the Freeville Photography Contest, which officially gets
underway this Saturday. The contest will end a bit earlier this year, on October 1st.

Just four prizes will be given out this year: three cash prizes awarded by a panel of judges, and a special “people’s choice” award  voted on by the public. To help defray the cost of putting together the display of entries at the end of the contest, contestants will be asked to provide 8 x 10 color prints of their pictures (on photo stock or paper) in addition to their e-mailed submissions.

Otherwise, the rules remain the same (see attachment). You may submit up to three images taken within the Village of Freeville within the
past five years, with preference given to pictures that convey a sense of Freeville as a unique and special place.

Residential and Commercial Zoning Survey

A working group composed of the members of the planning board and other Freeville residents is currently studying issues related to residential and commercial zoning in the Village, with a view to making recommendations for changes to our land use and development code.

 

The group is seeking input on these issues from the community, and would very much appreciate it if residents of the Village of Freeville would complete the attached questionnaire (no “outsiders,” please). Property owners who receive semi-annual sewer bills from the Village will get a copy of the questionnaire with their next bill, in early February.
