Sewer Connection Questionnaire

As part of the Village’s updated Flow Management Plan with the NYS Department of Environmental Conservation (NYS DEC), the Village is conducting a mandatory Sewer Connection Survey.  The intent of this questionnaire is to identify inflow and infiltration into the sewer system, and reduce unnecessary water flow into the treatment plant.  Not only will a reduction in flow maintain the system’s compliance with NYS DEC regulations, a reduction in flow will also help prevent and/or delay costly system upgrades—which in turn, reduces costs for system users.  

Per each user’s original connection agreement, the discharge of sump pumps into the Village sewer system constitutes a violation of Village Sewer Use Law.  Enforcement and penalties include an initial $200 penalty, and fines up to $1,000 for each day of continuing violation.  Also per the Village Sewer Use Law, Village personnel have the power to inspect connections made to the system, to ensure compliance with discharge water regulations.  In order to simplify this process, we ask that you complete the following survey.  If we do not receive a completed survey for your sewer account by April 1st, 2022 May 15th 2022, your sewer connection will be subject to physical inspection.  

If you do not have a sump pump, or your sump pump does not drain into the sewer system, please let us know so that we can make a note of it on your property file.  If you are discharging into the system, we will grant a one time exemption to the fines and penalties upon completion of this survey.  We understand that you may not have known that this connection was a violation, or you may have purchased the home with a sump pump already connected to the system.  Please provide your contact information in the Explanation box below, and our personnel will contact you to explain how you can correct the issue, and be in compliance with the Sewer Use Law.  All reasonable efforts to stop discharging ground water into the system must be made by the homeowner in order to continue with this exemption.

Please only complete this form if you own a home that is connected to the Village of Freeville sewer system. Only one submission per house (sewer account) is needed.  If you need assistance answering this survey, please contact the Village Clerk’s Office. Thank you for your attention to this matter.
